He'll work with state and federal officials to tap into the billions of dollars in funding available for these programs and make Carlsbad a pioneering city in the effort to end homelessness.A cardboard box is not a home, and dangerous street encampments have no place in Carlsbad. Kevin will work with the police department to write policies allowing fair and equitable enforcement of Carlsbad's anti-encroachment ordinances. He'll also advocate for fully funding the Psychiatric and Emergency Response Team (PERT) so mental health clinicians are available to diagnose and direct people with mental health&nbsp;issues or substance abuse disorders into the care they deserve.

Balanced Budgeting: Ensure we keep our promises under Prop AA and look at future budgetary needs when making financial decisions.Stop Unnecessary Legal Spending: Spend less money on unnecessary litigation and more money supporting students in our classrooms.

Fiscal Responsibility

Academic Freedom: Stop book bans and other extreme attempts to censor academic materials. Let teachers teach controversial subjects free from political interference. Respect Teachers &amp; Staff: Bargain with teachers and classified staff in good faith. Never abuse authority or try to fire them.

Fighting Extremism

As a small business owner, Kevin knows that small businesses are the engine of our local economy. From coffee shops and book stores in the Village to dentists and surf instructors, Carlsbad's thriving business environment is part of what makes this city so special. Kevin will work tirelessly to support and champion the needs of these local businesses, ensuring that Carlsbad remains a vibrant hub for entrepreneurs and innovators.As a Planning Commissioner, Kevin has demonstrated a clear commitment to fortifying Carlsbad's economic foundation. He has consistently championed and advocated for infrastructure upgrades, recognizing that a strong infrastructure is paramount to the flourishing of local businesses. Kevin will modernize Carlsbad's roadways, utilities, and public spaces to not only meet but exceed the needs of both businesses and residents. E-bike Safety: Work with cities to ensure safe routes to school and hold trainings with police departments for e-bikers.Drug Free Campuses: Support our long-standing&nbsp;relationship&nbsp;with the&nbsp;San Dieguito Alliance for Drug Free Youth and support nicotine, drug, and alcohol-abuse education.Digital Safety: Educate students on online safety, while helping them navigate the digital world responsibly.

School Safety

Kevin recognizes the undeniable reality of climate change and is unwavering in his commitment to address its impacts head-on. He pledges to champion effective strategies aimed at curbing greenhouse gas emissions, bolstering air and water quality, and preserving our invaluable coastline and oceans. Kevin will take proactive measures to fortify our community against such dangers and to ensure our watershed remains uncontaminated by harmful pollutants.Kevin will emphasize incentives and pioneering programs to not only foster a cleaner environment but also to catalyze the creation of sustainable jobs, such as Carlsbad's desalination plant and the expansion of organic recycling facilities as exemplary models to emulate and enhance. Kevin is determined to ensure that Carlsbad's environmental priorities resonate at the regional level. He will ensure that Carlsbad has pro-climate champions on regional board like SANDAG, the Water Authority, and the Clean Energy Alliance. Kevin knows that achieving our climate stabilization requirements are a team effort, and he'll foster collaboration among neighboring cities to make sure we're all doing our part and making advancements in sustainability.

Renewable Energy: Implement energy-efficient practices across school facilities and enroll the District in 100% renewable power programs with the overlapping cities.Environmental Education: Support curriculum that address sustainability topics fostering environmental stewardship.Waste Reduction: Promote recycling and waste reduction programs throughout the district.

Sustainability

Carlsbad's cost of living is soaring, making it impossible for the next generation to buy a home or for seniors to retire comfortably. Kevin will work to address that by making it easier to build housing at all income levels and requiring developers to build affordable units on-site instead of buying their way out. On the Planning Commission, Kevin has cut red tape and made the permitting process easier for families looking to make renovations or repairs. On the City Council, he'll continue to advocate for affordable housing and make sure Carlsbad does its part to solve the housing crisis.Kevin will also make sure that the additional units built in Carlsbad fit with the city's existing community character. He's successfully fought for historic preservation and objective design standards that preserve the look and feel of Carlsbad for future generations. He'll also make sure that new developments in Carlsbad don't cut corners on fire safety, traffic mitigation, or utility under-grounding. Kevin's advocacy for smart growth and affordable housing has earned him praise from Fox 5, NBC 7, ABC 10, KPBS, and the San Diego Union-Tribune.

Facility Upgrades: Advocate for the improvement and maintenance of athletic facilities across the district, including aquatic facilities.Health and Wellness: Promote physical fitness and mental wellness as key components of student-athlete success.

Athletics

Kevin deeply understands the weight and impact of gun violence on families and communities. He firmly believes that common-sense gun safety measures are imperative to protect our loved ones and maintain the safety of our neighborhoods. Kevin supports comprehensive background checks, restrictions on high-capacity magazines, and measures to keep guns out of the hands of those who pose a threat to themselves or others.Additionally, Kevin champions the importance of safe storage to prevent unintended consequences and to safeguard children and vulnerable individuals. He is resolute in his mission to eliminate ghost guns — untraceable firearms built from kits or 3D printers — from our streets, given their potential misuse and inherent danger. By focusing on these measures, in tandem with robust mental health initiatives, Kevin is determined to create a safer, more secure Carlsbad for every resident.

Parental Involvement: Work with families to ensure all students receive the free, appropriate education they are entitled to by law.Resource Allocation: Advocate for additional state funding so the District can right-size the special education program with the hiring of additional educators.

Special Education

Kevin will always stand firmly in support of a woman's right to choose. As a college student, Kevin was a member of Planned Parenthood Generation Action, a network of young activists who organize events in support of reproductive freedom and sexual health education. Kevin proudly endorsed Proposition 1 on the 2022 ballot, which enshrined the right to choose in the California Constitution and guaranteed California would always stay a reproductive freedom state.As an openly bisexual person, Kevin has always supported Planned Parenthood and all of the critical work they do for the LGBTQ community. On the City Council, he will support Planned Parenthood along with other organizations dedicated to providing reproductive and sexual health services at little to no cost for people who need them.

<h2>San Dieguito Raised, San Dieguito Values</h2>Kevin Sabellico is a homegrown North County leader. Kevin and his family moved to San Diego while his father served as an officer in the US Coast Guard. Kevin graduated early and completed internships in the State Senate, County Board of Supervisors, and a nonprofit serving disabled veteran business owners.While studying political science at UC Santa Barbara, Kevin worked on UC President Janet Napolitano’s Global Food Initiative, helping community residents access CalFresh and other government programs available to them. As part of the Government Affairs team, he helped the university’s successful effort to establish a $10 million/year line item in the state budget for hunger-free programs on campuses.Kevin has been a trusted communications professional for elected officials at the federal, state, and local level, traveling across the country to Iowa, South Carolina, Ohio, and Florida to work on over a dozen political campaigns. He steered San Clemente Mayor Chris Duncan to victory, and then managed Catherine Blakespear’s trailblazing campaign for the State Senate. In recognition of his efforts, Congressman Mike Levin appointed him to the Electoral College in 2020, where he cast one of California’s decisive 55 electoral votes for Joe Biden.In 2021, Kevin was appointed as a planning commissioner, where he worked to increase the city’s supply of affordable housing while ensuring that streets are safe, parks are well-maintained, and businesses were able to re-open after COVID. In May of 2024, Kevin was unanimously confirmed by the Board of Supervisors to serve on the County's Environmental Health and Quality Advisory Board.

An <a href="https://ca-times.brightspotcdn.com/f0/ed/f2113434411b8903c07e98d254a0/closing-letter-to-dr.%20Ward%207-15-22%20%28002%29.pdf" target="_blank" rel="noopener noreferrer nofollow">independent investigator concluded</a> that he was "demanding," "disrespectful," and "inappropriate".</li><li>Michael Allman has tried to assert his extreme right-wing views into our school district. He <a href="https://thecoastnews.com/allman-faces-backlash-over-participation-in-transphobic-facebook-discussion/" target="_blank" rel="noopener noreferrer nofollow">publicly mocked transgender students</a>, and he was even endorsed by the <a href="https://web.archive.org/web/20240716214931/https://californiaprolife.org/2024-voter-guides/" target="_blank" rel="noopener noreferrer nofollow">California Pro-Life Council</a> and the <a href="https://patch.com/california/lamesa/sd-county-gun-owners-pac-announce-nov-3rd-endorsed-candidates" target="_blank" rel="noopener noreferrer nofollow">San Diego County Gun Owners PAC.</a></li><li>MAGA Mike also caused the District to be sued for illegal gerrymandering of the Trustee Areas, and <a href="https://edsource.org/updates/county-takes-over-redistricting-map-for-san-dieguito-school-board" target="_blank" rel="noopener noreferrer nofollow">the county had to take over</a> the redistricting process.</li><li>MAGA Mike doesn't even believe in public schools. He called "free public education" a <a href="https://ballotpedia.org/Michael_Allman" target="_blank" rel="noopener noreferrer nofollow">"socialist promise."</a></li><li>When Michael Allman was a high-level executive at SEMPRA, one of his employees even accused him of <a href="https://www.sandiegouniontribune.com/2010/11/12/ex-executive-says-sempra-paid-bribes-in-mexico/" target="_blank" rel="noopener noreferrer nofollow">directing a bribe to a Mexican government official</a>.</li><li>Finally, Michael Allman's bad behavior and poor decision-making has cost the District over a million dollars:<ul><li>The investigation into Allman's behavior <a href="https://thecoastnews.com/allman-vindicated-after-33k-investigation-into-misconduct-claims/" target="_blank" rel="noopener noreferrer nofollow">cost the District $49,000</a>.</li><li>The District settled the gerrymandering case for <a href="https://thecoastnews.com/sduhsd-settles-redistricting-map-lawsuit-for-40000/" target="_blank" rel="noopener noreferrer nofollow">$40,000</a>.</li><li>Allman spoke at a rally by the "Parent Association," a group which sued SDUHSD, at a time when he was receiving confidential legal advice from the District. <a href="https://www.sossandieguito.com/disloyalty.html" target="_blank" rel="noopener noreferrer nofollow">SDUHSD was forced to pay $20,000 in legal fees</a> to the extremist group.</li><li>To avoid going to court for the Superintendent's retaliation claim against Allman, the <a href="https://www.sandiegouniontribune.com/2024/02/04/pay-and-benefits-for-san-diego-county-school-superintendents-was-about-500k-in-2022/" target="_blank" rel="noopener noreferrer nofollow">District paid her an extra $316,000</a>.</li><li>And finally, the District <a href="https://www.sandiegouniontribune.com/2024/07/16/education-matters-settlement-reached-details-vague/" target="_blank" rel="noopener noreferrer nofollow">spent up to $855,000 fighting the family of a special education student</a>, and hasn't yet disclosed what settlement it reached with the family. Michael Allman voted to continue litigation every step of the way.</li><li>Grand Total: $1,280,000 (and counting)</li></ul></li></ul>

Dear Friends,Public education is the greatest force for upward mobility, scientific advancement, and social harmony this world has ever seen.&nbsp;So when a trustee for the San Dieguito Union High School District calls free public education a “socialist policy” and “empty promise,” mocks transgender students who attend our schools, and costs the district tens of thousands of dollars in legal fees for acting inappropriately towards staff — I can’t sit back and watch.
